chamber too tight

First time shooting a Mauser FN 98 commercial action matched with Shilen barrel in 25-06. Bolt is hard to close. Chamber is real tight. Issue is not with COL or cartridge length. Gunsmith I bought from said that when he uses the go-nogo gauges, as soon as the go gauge clears, he buttons it up. . . being the tighter normally the more accurate. I guess that's ok to a point. But you shouldn't have to wrestle with the bolt to close it.
Can I polish that chamber or do anything to make it accept cartridges more readily. Can I do anything to the shells themselves . . . like try to move back the shoulder a tad by screwing in the die. Can't get it to gunsmith in that he is 1500 miles away and is on to his next situation.
Advice would be appreciated.

Just for what it's worth..SAAMI standards allow for a maximum case to close in a minimum chamber. If factory ammo doesn't fit, I'd bet a Big Mac the chamber is undersize in some dimension

Have you fired it yet? Once I found a piece of kraft paper in a rifle chamber. It went from not enough headspace to too much headspace when I cleaned the chamber.
If your "tight" ammo is reloaded you may need to do a better job of sizing the brass. You can do that by running the die firm against the shell holder with a little bit of tension when the linkage hits TDC. Size the case, with draw it enough to spin it 1/3 turn and size it again. Repeat the slight pull out and resizing slowly.
If 2 or 3 cycles sizing strokes does not work you either have a die or a chamber problem.
Factory ammo should always work.

If you have resized the brass somtimes the inside neck sizer will pull the shoulder forward a scosh. Use a bit of imperial die wax on a q-tip to lube the inside neck/shoulder junction.
