How about a Ruger no.1-B .243 Winchster to one of the new Winchester .243WSSM's? Or would it be better to just rebarrel?

Assuming the barrels profile will support and allow the use of that particular cartridge then by all means rechamber it. It's always a good idea to rebarrel a Ruger though, if for nothing more than to improve accuracy...

If you are looking for an increase in velocity, then you can go with the WBY and get it. If you want accuracy and velocity, the standard WBY is not the way to go. With the longer throats in the WBY cartridges, accuracy suffers. The thing to do is chamber the WBY chamber with a reamer without the throat section and then special throat it to the bullet you will use. Now, you have accuracy and a velocity edge.
