Semper-Fi, buddy!

Contact the FFL holders in the Houston area (there has be be a ton of them) and find out who has an export FFL licence. Manufacturers or builders of rifles are the best place to start. You can call the local ATF in Houston (281) 372-2950 and ask for the names and numbers of guys with the proper licence.
