I'm building a manlicher stocked Mauser '98 and want to install a swivel like this front swivel.

Where do I get one or do I make it myself?

Dixie has some loops you could alter but it's probably not worth the time.

The best ones on the current market are made by Ruger for their International series. You can also get the ferrules that go into the stock.

You can get them thru their service department, and are inexpensive.
