Best choice for what ?

Straight out off the shelf rifle, or a rebuild

I'm pretty sure, the Ruger is a cast action, the Winchester is a monoblock machined

The Rugers are a fair bit cheaper.

I have a number of rugers and a number of winchesters and while the old M70 CRF were very slick, the rugers are real workhorses

For my money, you want a strong affordable hard worker, buy the Ruger

You want a pretty rifle, a fraction more refined buy the winchester

I have numerous ones of both - my opinion: six of one & half a dozen of the other. Pick what feels best to you - both extremely good.
