tight or short throat?

This is the first time I'm loading for this rifle. It's a new very late New Haven Winchester Model 70 SuperShadow chambered in 270 WSM.
I went to check my new rounds for length. The loaded round fit in the magazine, but the bullet stuck in the rifling. I removed the bullet, dumped out the powder, and tried to just chamber the new unfired case. It chambered hard, and crushed at the shoulder, and there was a distinct crush ring around the end of the neck. I'm guessing it's either tight throated, short throated, or both. Is there anything I might be missing? Has anyone else had a similar issue with the Winchester 270 WSM?

New brass? Used? Full Length sized? If the bullet stuck in the riflings that says to me throat or you seated the bullet long.
