25 caliber rebore to 35 or 9.3

I've got a 1926 Yugo mauser actioned(large ring).25-06. Bought it back in the early 80s for $200 mainly for the already altered action and after market parts. It's a fine shooting and looking rifle in its own right. It's got a 26" 1-12 semi-varmint barrel that I would like to have cut back to 21" and rebored and chambered to 35 Whelen or 9.3x62 mauser. I need a recommendation on someone to do the work and will ship it anywhere as I live in WV and don't know of anyone to do it. Also any advice/suggestions on things I may be overlooking would be appreciated!
This rifle was built in 1982 by a gunsmith in Johnstown,Pa. by the name of W.R.Varner @ W.R.Varner's Gun and Marine. Anybody familiar with him?

Unless there was a real crital reason I needed to keep a barrel I would opt for a new barrel in a matched contour before a rebore.
