rust in bore?

I have a Remington VLS (chromoly barrel) and am getting rust in the bore. I clean the gun meticulously every time I shoot even if it is only one shot. The products I use are Shooters Choice Copper solvent, Hoppes #9, Rem OIl, Kroil, JB bore paste, and also use copper brushes and of course patches. It seems the more I scrub, the worse the rust gets. The only thing I can think of is that the copper solvent is attacking the metal and causing the rust. Maybe I am not getting out all of the solvent. Any suggestions would be great.
Also, should I finish cleaning with a dry patch or leave a light coating of oil in the barrel?

PrimeTime - Here are a few ideas:

Make sure all solvent has been removed with several dry patches and then a few very wet patches of Kroil. Dry patch the Kroil out and finish with a flood of BreakFree and then push out standing oil with one patch. This leaves a slight coating in the barrel. You may wish to store muzzle down to ensure nothing migrates back into the action. BreakFree is one of the best rust preventives on the market. Do not store you gun in a soft gun case. Use a Golden Rod de-humidifier in your safe or gun cabinet and check for rust prodically. If you live near the ocean, you may wish to also use Rig as well.

Any copper fouling left in your barrel can trap moisture in your barrel. Shooters Choice may not be fully cleaning your bore. May want to try a round of Sweets or CR-10. Make sure you follow directions and make absolutely sure you have removed all solvent as described above.

Just a thought. Caliber was not mentioned, but some .223, 7.62 NATO/.308, and 30-06 (WW-2 surplus and some foreign ammo that has come available) were corrosive primed.
I'd suggest completely degreasing that barrel, cleaning with hot boiling water, drying carefully and using a good bore oil. WD-40 is water displacing, and should help prevent further rusting after cleaning.
Like I said, just a thought.

Thanks for the response guys. I use only top quality hand loaded ammo. I am going to get some Sweets because I don't think the Shooters Choice is working. I got all the rust out this morning using a soft wire brush and some very fine lapping compound. I cleaned it out with the Kroil and then hit it with a thin coat of a rust preventative.

Are you sure its not copper wash as opposed to rust, you should not have rust in a bore that obviously has had proper care, something is amiss in your post...

For cleaning fouling use Barnes X. For bore protection use WD-40..
