What does it take to rebarrel a Savage 110E? Is it something a novice can (should) do? It is a long action in 7mm Rem and I want to put a new 7mm back on it. I have also played with the idea of possibly going to a 7mm (.284) Wildcat caliber.

I forgot to mention that the barrel I am looking at is a 24" Chrome Adams & Bennett barrel with 9-1/2" twist rifling.

You can swap barrels fairly easily on a Savage. You just need a barrel nut wrench, a barrel vise, and a go/nogo guage to headspace. Make sure the headspace is set correctly or you can get into trouble. Look for some detailed info at http://www.savageshooters.com or sharp shooters supply (theres a link to this site at savageshootes.com).
