I'm nearly finished with a '09 Mauser project and understand that I should get it re-heat treated. Can someone recommend someone to do this?

I believe Blanchards in SLC Utah is the only ones left.

They only take in work from FFLs.

I send everything to Blanchards; I know of no others.
I do not send bolts. They never need it. In my opinion only. You must specify what you want done; the will only follow the customer's orders.
