Remington Baikal double

Has anyone here taken apart the action of a Baikal model 221 double rifle imported by Remington and now by EAA?

My gunsmith is trying to get the screws that hold the action together out so he can access the triggers.

The screws will not budge even when heated.
He has broken several tooling bits in an attemp to remove the screws.

Has anyone one run into this problem? If so, how did you over come this short of drilling out the screw heads?

Any info greatly appreciated.
