Is there a good Web site on the subject? What is the best reference book? And, where can one find reliable info on the quality, characteristics, "quirks", metalurgy, etc. of the various manufacturers and makes of the Model 98?

Ludwig Olson's book on Mauser's would be the one to get. It retails (in Australia) for about $90-$100.
