Looking at picking up a new factory laminate stock. What are typical costs to have bedded? And is this something any competent gunsmith can do or should it be someone with experience/expertise?

Something most semi skilled amateurs can do. Try it. Hard to really mess up unless you glue your metal to the wood if you forget to use release agent, for which I use floor wax.
