You would need about a 6" eye relief to mount a scope in front of a 98 safety. Depending on the length of the ocular piece, you may also have to use a side mount instead of mounting the rear ring on the bridge. The traditional method with the flag safety is to just use higher rings. Despite all the "low scope" BS written in the '50s and '60's, no one ever missed their game by a 1/4 inch.

One other "problem" with Leupolds is that they have a wide field of view. Anything under 4x will have your iron sights in view, unless you use high rings. The old Weaver 3x has a slightly smaller FOV and usually doesn't show the irons.

Everything is a compromise, one way or another.

Or you can use the 2 position FN safety on the left side.
