1. and 2. will be easier to convert (no change to the bolt face or extractor). However, with either 1. or 2. it is likely you'll have to get a different magazine (or remove the block in the current magazine) to be able to fit the longer cartridge. You may also have to fiddle with getting the .375 H&H to feed properly.

The M70 may also need a different boltstop, to be able to withdraw the bolt far enough to make sure the longer .375 H&H cartridge can be picked up from the magazine. I don't know how a M700 fares in this respect?

The Remington 700 (in all likelyhood) can be converted with simply a new barrel.....nothing else.
