I noticed PTG has 9.3x62 reamers in CIP or SAMMI.... uh... is there a dimension difference? is the SAMMI on 06 base instead of mauser size base?

They are identical according to the prints I've looked at. You can find both online at SAAMI and CIP.

Nothing to do with 30-06; the dimensions are the same as indicated above. You would not want to spec a chamber using a smaller 06 head; then no one else's ammo would fit. The 9.3x62 was not supported by SAAMI until relatively recently, but of course has been in Europe for 112 years.
Those of us who have had reamers for decades now, never noticed that SAAMI even had a drawing for it and neither did any of the die or ammo makers.
Anyway, note the first word on the SAAMI book: "Voluntary".
