I was flipping through a Nikon catalog today and noticed they have a Scope Mount which has a 20MOA incline. It is designed for a Picatinny Base, but if you had a 1-piece Weaver Base, you could also use it on that. You might have to File extra Cross-Slots in the Weaver so it will align though, because it appears that it has three equally spaced cross-bars.

Nikon Part # is 743 and is for 1" Scopes.
