I would like to buy one of these filters for my 35mm. does any one know where I can get one.

What you are after is available. Ask for the Cokin filter and frame set at a camera store. I'm pretty sure the cross hair filter is an extra not included in the standard set. A stepping ring is required to mount the filter frame holder on your lenses.

I just looked through my Cokin catalogue and do not find the crosshair you are after.
I find the binocular, keyhole, heart shape and others but not a crosshair. Maybe in a new catalogue as this one is about 5 years old.
You may have to go to the Photoshop idea.
