woofer is correct in his solution - "tweaking the lips" - in my BLR .284 the top cartridge would jump out of the clip when working the lever, exposing the second round to the bolt, causing...yep, a jam. careful compression of the lips (on both clips) cushioned with leather pads in a heavy vice did the trick...for nearly 20 years now.
