I'm looking for a online site that i could order ruger 10/22 stuff. High capacity magazines, flash hider, stocks, parts, ect. But i dont have a credit card or bank account. I need somewhere that ships UPS and has cash on delivery payment. Maby money order... but ive tried cabela's site and wasnt satisfied with the prices. Im really cheap $$$ thanks alot for any help.

You should be able to open a bank account most places at any age can't you?

If so, most bank accounts these days offer a free checking option and provide a complimentary ATM/debit card for internet purchases.

I think most places are moving away from CoD these days.

Failing that, you should be able to get a money order or certified cashier's check from any bank and purchase that way. Even places that don't do CoD will often accept a certified check in the mail accompanied by an old fashioned order-form.

You have to know someone with a credit card. Get them to order it to your address and pay them cash when they make the order. Being cheap will get you nothin,but cheap shit! Be frugal or a wise consumer.
