Besides just deleting unwanted emails from members that seem to want to make a habit of harassing other members, is there anything the PTB's of this site can do, to discourage such behavior?

Having the person on ignore does not seem to be getting the message across.

Report the harasser to the ISP or domain owner of their e-mail address.

Depending on your email service provider, some have a SPAM filter.

Ours does, and when I get these I just mark them, then click on SPAM.

From then on, any email from that address is automatically put into the SPAM box, and you never see it again.
