I see that 2014 is completely booked. Is it possible or does someone know of a black bear tag for sale on POW island?

Do you meant the guide you wish to book with is full? Unless AK F&G has some special hunting rule I an not aware of, there should be no guide requirement for non-residents or special black bear tag required on POW. If you are a non-resident alein however you still will need to find a guide.

Unit 2 goes to a draw for non-residents starting this fall. If you go guided, then all you need is a harvest ticket. I don't see a reason to purchase a tag from a guide. You can also go unguided, but you need to draw a tag for that.
