when i did a diy in 01 i could buy my moose license over the counter. researching this 08 hunt it looks like its now a draw license for the upper kobuk GMU 23 area 4.am i reading this right.apply may 1-21? and also only 1 caribou tag per hunter.reading another states hunting applications is always confusing.sure would apprieciate any help

Yes, it is draw and the app period is 1-31 May. Caribou is limited to 1 for non-residents also.

D99 lets not start that! Alaska has is fair share of resident turds. We just had some locals convicted of shooting and leaving a whole bunch of caribou while hunting via snowmachines.

Game law violations are not a non resident phenomenon.
