It is not difficult for locals to get a permit for ibex hunting. But the real difficulty is the cost. Most locals can not afford it so many people poach. But they are mostly local herders who live right in the area and hunt them for meat. Authorities do little to prevent poaching among herders. I heard that they usually shoot female ibex for meat which I think is good for you guys. The most popular gun in Mongolia is the Russian TOZ-8 rimfire rifle and the Mosin Nagant. But in recent years people started to have some relatively modern rifles like CZ, BRNOs and Russian semi-autos like Saiga, Tiger and so on. Ammo and guns are expensive not many can afford it.
