I just saw this and wanted to add that it's exactly what happened to my cousin and his adult son. They drove to Canada to go fishing and when crossing the border were fleeced by the Canadian officials because his son had a DUI. They were told they couldn't enter Canada, due to his son's DUI, but could buy a special permit for a few hundred $$ that allowed him to enter the country.

They haven't been back to Canada since.
