This may seem a little confusing, but here goes. As an example, when you are leaving Africa (let's say Joberg) and you are flying to Washington Dulles then on to Chicago (or wherever), have them tag your luggage to the final destination. After you land in Washington Dulles and you get on the bus, they will make an announcement that if you are a making a connecting flight and checked your luggage through to your final destination get off on stop 1. You claim your bags and clear them through Customs, the bags are then put on a conveyor belt to be forwarded to your final destination.If Washington is your final destination and this is where you checked your luggage to, get off on stop 2, and claim your luggage and go through Customs as in the past. Customs has set up two seperate facilities in different buildings. One for in-transit people and one for passengers whose final destination is Washington.
