It's probably GHB [Gammahydroxybutyrate]also known as Gabba. It supposedly gives a similar effect to alcohol when taken although effects vary with dose, purity, etc. Higher doses and overdoses cause vomiting, breathing difficulties, and coma or death.

It started becoming available in the US about 10 years ago and is sometimes called "liquid ecstasy" although the two drugs are not the same and the effects are different. It's illegal in the US and UK and I assume SA from your quote.
