Looking to travel business class to Harare late July from LAX.

I have a 13+ hour layover in Dubai. I remember people mentioning that Emirates put them up at a hotel.

Has that been rescinded due to Covid or still provided?

They do.

I am not sure how many hours is the cut off for a hotel.

Better check when you book.

Yeah, I will be taking the shortest flight time available which has a 13 hour layover in Dubai. I'll have Travel Express make sure it is arranged.
