I have been looking into a Banner action, it has minor pitting below the wood line on the front action ring, it's from the Federal Ordnance Inc., SO Elmonte, CA. Apparently it was started to be refinished but never completed, it's not blued. The MAUSER logo is still very deep and visable. I don't know if the bolt and bottom metal match. For $250 I would be tempted, but mighty hesitant. Fed Ord did all kinds of whacky things (so I have heard) and the few guns made by them that I have handled were less than impressive. I think I paid $250 for an all matching numbers complete Oberndorf action not too long ago, of course it has the old style banner across the front ring, not the later more known version. I would express your concerns about its origin and offer $200. The one thing I have learned since I started building mausers, there are a HECK of a lot of them out there.
