I have a 416 Remington Mag on a M17. Without sling, scope, rings, bases and empty the digital scale says it weighs 8.8 pounds

That's like asking how much should your wife weigh.
It all depends on the barrel and stock you put on it; here are the action weights, Enfield with ears removed: Everyone thinks that Enfields are big hogs of steel; but they actually aren't that much heavier than others.
1917 Enfield; 46.35 ounces
98 Mauser; (vz24) 44.9 ounces
Post 64 Win Model 70 44.9 ounces .Yes exactly same as 98.

Both are closer to 10# and 26".

The last two I built in 404 and 416 Rem. weighed 8.5 and 8.75 pounds naked. I could have shaved a half a pound on either one of them, but a little extra weight makes for less recoil..Both calibers should be at least 9 to 9.5 scoped and ready IMO. Add a muzzle brake and drop a pound off the rifle is an option..
