If I were to build a 416 Rigby on a standard length, military Mauser action, which one would be my best choice? Why? Who to do the work on the action? Bottom metal?

I would use a 1933-1934 "post office" Oberndorf or a 1935 Chilean or Brazilian Oberndorf, for the banner and Oberndorf stampings and proofs. Other pre-war military contract Mausers will work too, as would some commercial Mausers. A 404 would be a better choice for a standard length.

Ditto with fla3006, std length Mauser is really too short for the 416 Rigby.

Agree on the choice of a 404 rather than a 416.
I would really like to have a close look at a classic std. length 416 to see just what was done to make it work without a hitch.

Mattincolorado I think is working on something like this. Its been a while since he's posted an update but I think it was pretty damn intensive to get it where everything was where it needed to be. I do not know of the status...
