I think it's Spanish and looks like an 1891 but the cocking piece isn't right. The magazine also looks like an 1891.

a 91 with a gas shroud, as far as I can tell. worth more to a collector. I put a stock on a 91, it looked fine, but the mag is right where I want to put my hand to carry when I hunt.

if you can get it cheap enough, buy it, and trade it for something better suited to build.
