I know a farmer in Ontario who have much Black bears and deers, he say that hunter have no chance to reduce bears and deers! He do not know howe easy it is for no resident to get tags on bears and deers. Anyone know how it is?

Here are the regs on bear hunting:

Residents of Ontario have an opportunity to buy two bear licences. I think non-residents can only hunt one bear. You have to hunt with an outfitter, unless you're hunting with an immediate relative.

Here are the deer regs.

Again, residents in certain areas can buy additional antlerless tags - up to 8, I think, if you work the numbers right, and hunt the bow, rifle and muzzleloader/shotgun seasons. Non-residents only need a guide or outfitter in certain wilderness areas, but it looks like you're still restricted to one tag.
