do I need to hunt moose in Newfoundland with an outfitter or can I just buy non-resident licence and hunt on my own?

I just got back from a successful moose hunt in NFL, and I understand that tags are only available to non-residents through an outfitter.
If you google Newfoundland hunting regulations and download the 07/08 syllibus it will give you all the details.
There are loads of moose in NFL!

My best friend has his whole family living on the rock and next year he wants to organize moose hunt and is not sure if we need to hunt with outfitter.
