This can only be obtained at the border and not ahead of time correct ?

Never heard of such a permit. What is it for and what are you trying to do?

Another link below with a little more explanation and what's needed when filling out the form. Looks like it can be done at a point of entry, but if they deny the permit, you will be automatically turned around and not be allowed into Canada. Best to fill it out/send it in.

Thanks for the information Northman. Problem with criminal rehabilitation paperwork is they want to know everyplace you have lived and worked since you were 18 years old. Also it will take almost a year to get completed. I'm almost 60 and know way I can remember that much information and be accurate . They just renewed my Possession and Acquisition license so I would think if they were that concerned about me they would have declined my renewal.
