Victoria Island is in the Canadian high Arctic and there are no Black Bears within many miles of that very cold and quite empty place. There are Ursus maritimus or Polar Bears, but, I think that hunting these is limited to the Eskimos due to our racist government regulations which discriminate against productive Canadian taxpayers in favour of Aboriginals.
If, as I suspect, you mean Vancouver Island, part of British Columbia, there are Black Bears galore and huge ones also exist on the Queen Charlotte Islands. BBs exist in pest numbers all over B.C. and hunting them is quite easy, but, you must be guided. Go to http://www.goabc.org for a list of Guide-Outfitters in various parts of B.C.; some of these have websites.
Remember that you may not hunt here without a guide and the penalties for non-compliance are harsh and strictly enforced.

Van Island does have some big bears. just be carefull when you;re reading about measurements. Most of the locals up this way go by Nose-to-tail, where on Shockey's vids he gives a "squared Measurement". The lodge i work for pulls quite a few 7 footers out the woods every season and we're nowhere near Van Island
I must say the Rugs that come off the island are quite nice, silky fish-bear hides. I feel sorry for the poor bastard that has to gut them

Hey On the north end of Vancouver Island, Shockeys guides take their guests to the estuarys and new mudslides. That doesnt take alot of skill. If you havent seen alot of bears I guess it would be impressive to see but its still road hunting.

I live on the Island, and if it was me coming fron out of province/country I'd look at one of the outfitters in the Prince George/Cariboo or Peace River area. Prettier country (I can hear the screams now) and a chance at a colour phased bear. If I was fron out of country I'd give serious consideration to Northern Alberta in the Peace River area as well, so big bears out of there. Also supposed to be some huge bears on the Queen Charlottes. I've heard nothing but positive about Jim's results and hunts though.

If I were thinking of going to the island to hunt black bear, I would be thinking of fishing salmon and halibut while I was there. Maybe steelhead if the timing was right.
