I tried to order from Cabela's and Midway but they won't ship to Canada. I don't know if Brownells will ship but I'd rather not go that route as they're $40.00 more expensive.

This US anti-terrorism BS is gone too far!

Anybody have any idea how to get a Hogue Overmold stock for an M98 ?

Trade between Canada and the US in firearms, ammunition and parts of either is supposed to be done under the control of import and export permits.

The US doesn't require export permits when shipments are under $100 US. However, if the shipment costs more, they require permits which are costly, difficult to get, and take a long time to be issued. Canadian import permits are free, and can get to you in a short period of time - you are merely required to send in a report when the goods arrive.
