I'm booking a BC grizzly hunt for spring 2016, and I'm told that the app for the Cites permit can't be submitted until a bear is dead. This means a several month delay and an expeditor to secure the permit and transport the hide/ skull across the border. Is this for real?

You should look into a pre issued CITIES. They used to do this as of last year. Since the CITIES has changed from Provincial to regional offices I am not sure if they will still do this.
You will need to have the license and tags bought a head of time to apply and you will need the inspection number to complete the CITIES.

Typically it is tough to get the inspection and CITIES done before you fly out. Your pre issued CITIES will be no good and will have to be cancelled if the inspection is not done in time. Then a regular CITIES will have to be applied for by your shipper.
In some ways it is easier not to bother.
