This problem seems all too commonplace here in Quebec. We have a tendency to buy everyone off.
It's the classic good old boys network right through the system. I'd like to think we have the guts to correct
this situation, but I honestly doubt it. We're letting Quebec blackmail us at every turn, and it's just not
apt to change. It's tragic, but true. Best wishes.
