To those people with alot of double experience [this maybe a dumb question ]but when using different brass in a double, even with the same load and proj .Does it have any effect ? on accuracy, regulation ?i know this might be splitting hairs but since doubles can be finicky things i just wondered about it

Different brass, different internal dimensions. One make of brass can be thicker than another. It can require you to vary your loads a bit.

More importantly lots of powder can change. When I buy RL-15 for my double I usually by 5-6 one pound cans of the same lot. Doing that will allow you more consistency between cans of powder and less worry for you.

Yes, I get quite a difference in velocity from my 470NE when I use bell brass in lieu of my standard norma.

Yes, switching brands of brass often makes a noticeable difference. Changing components in a double will ding you much more often than it does in a single barrel rifle. Shortcuts aren't a good idea - you really need to reduce 10% and work back up.
