Re-regulating?

In reading the current thread on Butch Searcy's impeccable customer service, I see that a number of people have sent their doubles back for re-regulating. In one instance someone posted that this was due to a variance in the factory load; not sure about the other folks.
I'm a novice to all of this, but I thought the usual process is to fiddle with the load first reserving re-regulation for more "severe" cases. Excepting changes in factory offerings, how can a rifle leave well-regulated only to be sent back for adjustment of the bbl wedge for groups that suddenly are way off? I presume there is a record of the original loading data allowing for replication.
Thanks for clarifying and helping a newbie understand,
Bill

Well if you realize that a lot of people don't load their ammunition... Re-regulating does make sense.

Thanks 510-
That certainly makes sense. I would guess then that the majority of people are having rifles re-regulated to a current factory load from another non-factory offering, which was used when the gun was built? How significant are lot-to-lot variations in, for example, the Hornady lineup? If one were to commission a new rifle (and not a handloader) it might seem prudent to buy several cases of ammo from the same lot and send them to the maker to be regulated for that specific combo. . . Any of you guys doing this?

vagrouser, Way back in 1990 I had claw mounts added to a double of mine and the regulation went to hell and then some. Being a reloader and having received the rifle back just a few weeks before my first African safari I was to put it mildly F'n Pissed!

Being a reloader I tried optional bullet weights and charges. To my relief a heavier than original weight shot with very acceptable accuracy. Interestingly the rifle still shoots it's best groups with iron sights, the weight of the scope affecting the regulation!

Gone were the factory 150's and welcome 200 Swifts and Partitions, caliber .3006! I would have paid extra if I was guaranteed the outcome.

Just ordered 5 boxes of the Hornady .470's to try in my rifle. If necessary, I may have the rifle re-regulated to shoot those because at 1/3 the cost of Federal Premiums, which is what my rifle was regulated for, I'm not sure it's worth reloading.
