You don't see many used Sabatti's listed. What would it take to have a competent gunsmith regulate one?

Considering that Cabelas has not been importing these rifles, but has been getting them from the Florida importer, one would wonder why Cabelas doesn't get an importing license, eliminating the "middle man," and dealing directly with Sabatti? Certainly, Cabelas is a much larger corporation than the Florida importer would ever hope to be. Is it expensive or difficult to get a firearms importing license? Because Cabelas has been dealing only with the Florida importer, it wouldn't surprise me if muzzle ground Sabatti rifles were returned only to Florida; worked on in Florida, and never returned at all to Italy? I know for a fact that the Florida importer has one or more so-called "gunsmiths" on their staff. Could it also be that the Florida importer has done the muzzle grinding final tuning, before shipping them on to Cabelas (with non of the muzzle grinding taking place in Italy at all), knowing that Cabelas would demand reasonable accuracy? Perhaps not; I am only posing possible questions here; I have no answers.

I have one listed in my local gun shop now because it doesn't shoot.....AT ALL!
