I almost wrote a reply about a pedestal mounts, but I thought the better of it. I leave that for someone else to write, if there is someone else with the same sort of humor...
Where is the guy who posts about cop abuse. It seems strange that this guy's head is so perfectly aligned on the fence post. It looks like a set up to me. I am sure that there must be someone who come up with a caption as to why people should not flee from those cops. They must of had a bad day to be so cruel to that poor black man, after all he was just trying to make a dishonest living. Should this be a poster child as to why crime does not pay?

I certainly don't KNOW (no personal knowledge), but have a look at the URL posted by Billy Lovec.
www.snopes.com is a well known debunker of urban myths and internet fakes and they pronounce this particular event genuine.
I will admit that he DOES have a surprisingly serene look on his face... Perhaps he thought he was going to make good his escape!
Of course, the event could have really happened, but somebody adjusted the head so it would hang nice and even. I used to have a girlfiend who could not stand to see a picture on the wall hanging crooked... maybe she was passing by!
If I'd been there and I knew that he was a narcotics suspect, I might have posed him with a joint between his lips.
