As a material handling operator trainer I can tell you that there are more than a few of those things going on every day across the USA. I have certified operators of a wide range of equipment types and it might surprise you how easy it is to pass the certification process. If a student passes with 80% or higher then he must be certified. There is no legal way to keep the operator from getting certification as long as he can pass the written and driving test.
