I don't know if your figures are accurate, but I personally am in favor of lowering that 25% figure to about 5%.

At least they know what to do with them. they're not roaming the streets committing crimes, while out on bail, like in "Progressive" countries.

The anecdote is quite correct. I lived in such a society, and it was destroyed for this reason - many thought it was not quite free. It later turned out that not everything is so simple, and in a nearby prison meals is not better.
The liberals ought to have in view of mass psychology.
