Does anyone make or modify an existing bolt action that uses a 20 round M`16 magazine?

I was thinking of something like a Ruger Scout in 223.

Do you know if it is a push feed with Sako style extractor?

Another close relative is the Howa which I have seen with a conversion for a ten round plastic magazine. (about $50).

Is the Mossberg made by Howa? They both have the two lug bolt.
