I think your theory was correct. I loaded up some 125 Partitions and some 120 XLCs today in fully sized Norma cases. These babies went thru the CZ like silk. Thanks for your input.

Glad to be of help. Norma brass has a correct sized rim (US brass is generaly manafactured from 30-06 stock which means it's rim is slightly undersize) Your post struck a cord with me as my rifle much prefers US brass due to the fact that the bolt face was not modified from the 7.62x54 that it was originaly was (30-06 rim diameter)
