Your are picking a good combination, have used both the 90 and the 100 grain with 4831 and have done very well out to 600 yards. Now that I am in Florida only shoot 200 yard paper, no open area to shoot any varmints. Since all different powder lots are different you should start out low and work up.In most cases I shoot hot loads if they are accurate. Case prep is very important and working up loads I start the bullet out just touching the lands and after getting some good groups will more it back a little to see if the group improves or not. Good Luck

I use H4831sc for all my loads in the 25-06.
I don't have my load book with me but I get 3600+ with 75gr v-max, 3250 with 115 sierra, and 3400+ with 100 grain partitions.

Would be gratefull for your load data, those must be near max loads.
I only use the h4831sc for the 75gn hornady hollow points which shoot 1/2 moa.

Most 25-06's will find best accuracy with 56-57 gr H4831SC and a 100 gr bullet. Experiment with seating depth and primers to find your best load. Mine is with 56.6 H4831SC and CCI BR2 primer works for both the ballistic tip and the partition.

milosomate here are my loads.
24" ruger mk II sst 25-06

75gr vmax bullet
fed match magnum primer
59gr H4831sc
3680 fps
Winchester brass
oal 3.215
.75" 3 shot groups at 100 yards

100gr nosler partition
fed match magnum primer
56gr H4831sc
3428 fps
Winchester brass
oal 3.21
1" 3 shot groups

117gr sierra gamekings
fed match magnum primer
54gr H4831sc
3217 fps
Winchester brass
oal 3.145

These are max loads, I worked up until I could see extractor marks on the brass then backed off a grain and 1/2.
These loads show no pressure signs my rifle.

I use a Ruger #1V in .25-06 - favorite load is VV N165, 58 grs behind a 100 gr Sierra Matchking.
With everything I tried, this round will only perform at max or near max loads. Could be my rifle, but I do believe it is inherent of the cartridge though...
