Does anyone make or were any steel mags made for the Rem. 541 rifle ?

Welcome to teh forum.

I have two of these rifles, and have been trying to find replacements for the skimpy Remington magazine, but so far no luck at all.

Brownells has some in their catalog. You could give them a call and see if they are metal. It doesn't say, but they are listed as 541TM. Does the M mean metal? Good luck.

Remington mags are not plastic they are Dupont Nylon! Once upon a time Dupont owned Remington, and used it to showcase some of the uses of it's then state-of-the-art products including stocks and magazines.
All Mags for the 541 series are Nylon.
