I have a set of three stage form dies from CH Tool & Die.

When forming from 221, I pass the case through each of the form stages (3) then finally FLS in the standard 17 Mach IV die. My chamber has a tight neck and before loading, I neck turn the outside to be uniform in thickness.

Not sure what brand of brass your are using but Remington require neck annealing before reforming to avoid splits.
